A few suggestions...

Look at emarging markets in the financial sense. Where is the next big development/financial boom? I would recommend he looks into China. Shanghai is developing at an alarming rate, along with other cities. If he buys into the market now, he will be able to cash in on some decent equity within 18-24 mths. In the meantime he can expect decent rental income from all the people relocating to the country.

Dubai is a great one, but he may have missed the boat on this one. There are masses of properties due to be dumped on the market this summer as developments near compleation, some very high spec too. But it all boils down to what he can find & the price he is quoted. Still some good deals to be had. My suggestion would be to go to the Bur Dubai District and buy an entire block of flats, plenty of old ones around. Get some cheap South Asian labourers in, make em sweat, stick in some decent fixtures & fittings, visit Ikea, and bang the properties out for tidy sums. Easy peesy japanesee.

Another one to look at is just outside of Johannesburg, the city is becoming even more densely populated and the slightly well off are moving out onto beach front properties. Buying land is also an option here... so a development in his own style can be done. Good money to be made here.

Other option is to go where there is an emerging tourist market. 6 years ago, a friend of mine was offered the opportunity to buy a 3 bed villa in sharm elsheikh by the beach for £35k. Worth a hell of a lot more now. He didn't buy...
