it does say "Chelsea vs Liverpool Pay-per-view (US and Canada)'. That generally means it will be available on TV if your cable/satellite offers it.

My cable company has it listed on PPV at 12:00 noon at $15.95

Doesn't it kick off early? that's probably Tape delay.

kicks off at 5.15 UK time, so noon Eastern is right for the pre game stuff.
