ID Cards to be fitted with RDIF...?

Just caught the first couple of minutes of the Wright Stuff, the bit where they review the papers, and according to the Daily Mail ID cards will be fitted with RDIF tags....I wasn't really paying attention but they appear to have quotes stating that they will be fitted with tags in order to monitor people entering government buildings...

 

Is this true..?
