I often post about this stuff in the transfer thread but it gets lost, so giving it a separate thread so it’s easier to find. There will be 3 posts following this one: 

1) The rules & where to find them 

2) How they work in reality

3) How it applies to this season’s (2024/25) squad

I’ll use this thread to post about how it’s going to affect the 24/25 squad in the summer when it becomes clearer who’s staying and going.

The rules are a bit complex so if anyone thinks I’ve misinterpreted anything, let me know. Links are in the next post

The rules

TL;DR: For both PL and UEFA competitions, you can have 25 man squads with unlimited U21 players and up to 17 overseas players. PL doesn’t differentiate between Home Grown players trained at Liverpool and those trained at other English clubs, UEFA do. There are some weird edge cases which I mention in the quirks section.

PL Home Grown (HG)

A player that was registered with any club in England or Wales for at least 36 months (doesn’t have to be continuous) before the end of the season in which they turn 21yo. (Section A.1.128. in the handbook)

UEFA Locally Trained (Article 31.05)

A player that meets either the Club Trained or Association Trained criteria

  • Club Trained (Article 31.06): A player that has been registered with Liverpool for 2 seasons (or 3 seasons with 1 season of loan) between the ages of 15-21
  • Association Trained (Article 31.07): As Club trained, but registered with a different English club between those ages

Under 21

Both PL (A.1.273) and UEFA (Articles 31.06&07) define the cut off as “Players under the age of 21 as at 1 January in the year in which the Season concerned commences (i.e. for Season 2024/25 born on or after 1 January 2003)

Non Home Grown (NHG)

PL: Does not meet Home Grown criteria

UEFA: Doesn’t meet the Locally Trained criteria

Premier League Squad (A.1.238.)

Up to 25 players: maximum 17 NHG. If you have more than 8 HG players, you have to reduce your NHG numbers accordingly. Unlimited squad changes in the Winter transfer window

Unlimited U21 players regardless of HG/NHG status. Can be changed at any time.

UEFA Squad

A List: Up to 25 players. 17 NHG, If you have more than 8 Locally trained players, you have to reduce your NHG numbers accordingly. Maximum of 4 Association Trained players. Maximum of three squad changes in the Winter transfer window.

B List: Unlimited U21 players that meet the Locally Trained criteria. Can be changed at any time.

Quirks

  • The U21 cutoff date means at the end of the season you have a bunch of 22yo players who are U21 qualified
  • In Gravenberch’s first season he was regarded as a U21 player in the PL but had to be assigned a “A List NHG” spot for the Europa League ‘cos he hadn’t been with us two years. 
  • Rio Ngumoha had to be assigned an “A List NHG” spot in the CL squad this season. I can only assume reading the rules that’s ‘cos he hadn’t yet completed two seasons of football since his 15th birthday. This means he wasn’t regarded as Locally Trained even though he’s English and played for either us or Chelsea his whole life. If I’m reading that right, this rule is f***ing nuts 🤦🏻‍♂️. In 25/26 he’ll quality as Association Trained, in 26/27 he’ll qualify as Club Trained 😄

The reality

Every season we tend to give meaningful game-time (1000 mins or more) to 18-22 players, which means the limits mostly don’t matter.

It’s usually a mix of 15-17 NHG players, 3-5 over 21yo HG players and 2-3 under 21s. These will be the players we're relying on week in week out - and we have space within the squad limits to bring in more should we want/need to. 

We’ll then have a bunch of fringe players from the Academy who’ll get the odd cup game or game time off the bench, hopefully progressing to be members of the main squad over time.

2024/25 squad

At the moment we have a squad of 22 players (15 NHG, 4 HG (over 21) & 3 U21)  I’ve been generous and included Gomez, Endo and Elliott in that as I regard them as full squad members even though they played less than 1000 mins for various reasons.

This season is the last of U21 eligibility for Elliott, Quansah, Bradley and Morton. That might start to impact the number of NHG slots we can use next season 'cos we'd have 8 - but it looks like Trent’s off, I can’t see Morton staying and Gomez may also leave so I can’t see it really being an issue.

  • Gomez (HG/CT - I *think* he played 3 seasons for us before he was 21)

  • Nyoni (U21 - will be HG/CT)
  • Ngumoha (U21 - needed an A List CL spot this season but won’t in 25/26 [see post above])
  • Bajcetic (U21 - will be HG/CT)
  • Doak (U21 - will be HG/CT)
  • Beck (HG/CT)

So if I've read this correctly, and I think I have, this all means that if VVD, Salah, Trent, Joe, Harvey, Darwin and Luis all leave this summer, the rules state we are required to sign Branthwaite, Sterling, Cash, Maguire, Barnes (H), Delap and Gibbs-White because that'll bring us back to parity on homegrown players? Yes?

I did see that suggested somewhere.... Given the winners are likely to make around 100m from it we should a ask for £100,000,001
