Basic UCAS / Uni acceptance question

[Case]

Hi all. Quick question 

My lad has received an Unconditional offer from LSBU 

And a conditional offer from Edinburgh Napier based on an English Grade he should get.

A couple of other conditionals as well.

Open days are next month. He instinctively favours London, but he’d have to pay no fees in Scotland. Not that relevant to my question though. 

It’s time now to make his choices.

So my Basic Question….

If he makes LSBU his firm choice, can he have Napier as a backup/reserve/insurance whatever it’s called?

if he subsequently meets the conditional offer requirements for Napier can he change his mind late in the day and go there? 
 

This, and getting loans (SAAS?) and accommodation is doing my head in.
