I 'd guess that they were keen to maintain the pressure to get it done asap - there's apparently big commercial impacts if they don't get it finalised in 2018. 

 

So I reckon if they published a new date, they'd worry it would take the pressure off and put end of year at risk. 

 

But who knows, could be marketing.
