this has been bugging me and needs sorting, as I've got a feeling it will come up in the next final we play

it's gone to  pens

the oppo penalty taker  has been booked already

he steps up, goes to wait for the keeper but the keeper doesn't dive

penalty taker realises he can't shoot as he's too close to the ball and keeper will save easily

so he doesn't, thinking he can abort and take it again

what happens now?

he should get a yellow, which means a red - let's say we have a proper ref this time and red is duly dished out

does that count as a penalty missed?

It’s a yellow. Ungentlemanly conduct. He should be sent off

Don’t know whether it would count as a missed pen though

Yes Law 10.3 expressly provides that the kick is treated as being missed and the kicker must be cautioned if the kicker commits an offence after the referee signals the kick to be taken

He should be booked and sent off. But if it was a big name player like ronaldo or neymar or messi no way he gets a yellow. In a youth tournament last month ireland played holland in the quarters and it went to penos. Ireland keeper saves one to put ireland in the box seat. Next thing the ref gives keeper a second yellow for coming off his line( replays showed he didnt) fella retakes his peno with an ireland defender in nets, holland win and go on to win the tournament. If thats a big final and its de gea or ter stegen or somebody in goal that wouldnt happen coz ref wouldnt have the balls to do it. Refs are c**** who will make an example out of an under 17 kid but wont aplly the same rules to big name players

ok but the point is, it ends up as a missed pen, no? as the penalty taker was sent off in the act of taking the pen, thus aborting the enterprise

they don't just get another go with a different penalty taker.....

Missed Pen

On the flip side the Irish U20 keeper (I think it was) was recently sent off in a pen shootout

happened last season didn't it? Not in a shootout - taker infringed somehow & didn't get to actually take the pen

It was U17 Euros that Irish keeper was sent off in shootout after saving Dutch 5th pen which would’ve kept it at 1 miss each and go to sudden death. Ref deemed him to have come off his line, he’d got a yellow in normal time so 2nd yellow and he was off.

To compound it, as you can only use players who finish the game in a shootout, an outfield player had to go in goal for re-take. The Dutch scored the re-take and went on to win semi v England on pens and the final on pens.
