Windows 10 Enquiry

Since a recent scheduled update (which did get interrupted I think as my connection was lost) I can now only access certain websites (this being one of them thankfully) on others such as my bank's website or the Samsung one or a couple of Windows Help forums) I keep getting the message

 

ERR_CONNECTION_REFUSED

 

Any ideas how to fix it? I've tried a couple of things suggested online but no joy.

 

The above message is on Chrome but on Edge I just get "Hmm we can't reach this page"
