Getting a driveway done - council planning permission etc

I am looking at getting the front of my house sorted soon... I live on a corner of a leafy tree lined road. There is a grass verge between the pavement and the road and the option of getting a driveway done on it to lead up to the front of my house. Currently we have access to the front of my house down the road that leads down the side of my house (dropped curb leading onto the driveway) but we want to bring the access from the front only.

 

I have just looked on the council site and it didn't seem too clear. They want a £1100 fee for something or other.

 

Where is the best place to start?

 

Also does anyone recommend a driveway expert in Liverpool who would do a decent job of landscaping and designing a new driveway/build walls?
