Offering on a house

Just made an offer on a house, estate agent wanted to know what % mortgage I'll be having, what my max amount to borrow is and how much I'll be borrowing to buy the house. I've done this twice before and never had to do that, surely a clear conflict of interest there? Refused to give that info so she's putting the offer to the vendor as 'provisonal'.

 

I'm not being stupid here am I?
