It's very easy for a referee to work out if a player intends to pass the ball back to the goalkeeper so it's hard to get it wrong. I hope this rule will be the same as it should be easy to work out if a player genuinely tried to reach the ball, but I can see a lot of situations where the referee won't be able to work it out. Seems an ambitious rule to me.
