Traffic light / junction weirdos

I have spotted an ever-increasing number of people who pull up their cars at traffiic lights or other junctions but seem to stop about 5 yards short of the stop line.

 

Is this a new rule or guideline that I've missed?

 

Or are just drivers just rubbbish at knowing where the stop line is?
