CSA ineptitude

My step daughters da has been acting like a right piece of scum recently and today I got a threatening letter from her school because her fees have not been paid. Her da was meant to be paying £30 a month or so for this, but decided some time last year not to bother . Can they make me pay this.

Onto the CSA, said scum above refuses to pay any maintenance , yet the CSA ate refusing to chase it up, is there anything I can do to make them act. Said scum has his own business and I am trying my best to sort this out in a peaceful way .
