S Korean currency trading?

Had an email from a client today claiming that they can't advance me on my contract for the year due to SK currency restrictions.

 

The issue here is it's mid-Feb and we've been working w/o payment since 1/1. I want an advance on the contract but as it's unsigned still they're claiming it's illegal due to Korean foreign currency control law.

 

Sounds like a load of pony to me - anyone have any knowledge of this?
