Win 7 antispyware 2012 virus

This fecking thing has completely disabled my daughter's computer. Any advice on how to get rid of it - pref. free software. If not then a paid option?

 

It'd have to be able to download the software to a memory stick as the virus won't allow access to the 'net. Thanks
