Dozy drugged up people

Ordered pizza tonight, collected it and drove back - journey 3 miles each way, on the way back, i was on a road with a 40mph limit and i was doing 40 (yes really as its downhill and there is a steep hill at the end of the road often with cars backed up the other side of the down hill bit), as i approach the downward hill I see a guy staggering our from the left, kind of jogging and he makes towards the road, I jump on the brakes and skid, end up stopping maybe 10 feet passed where he would have walked into the road. I get out and see (1) its not a 'guy' but a kid maybe 13 or 14, and (2) he's not out of his face on drink but sky high, shouting about 'lights'.

f*** me but I almost killed the c***. He put one foot in the road and turned back, had he put his other foot in the road he was windscreen material. I almost shat myself. This isnt the first time I've encountered this type but what the f*** is going on here, kids 12/13/14 out of their faces and almost walking into a hunk of metal moving at 40mph? The pizza box ended up on the dashboard. 8:30pm it was too, respectable neighbourhood, not some s***hole, this is just all f***ed up.

Got home and was thinking about calling the cops to alert them to this boy walking about the roads while out of his face. I didnt but I should have. f***en shook me a bit like.

edit - other time was when a non-doped up but diizy teenage bitch was yapping on her mobile and walked out on the same road without even looking to see if cars were coming down the road (at 40mph), f***ing deathwish some people. sheer stupidity.
