Australian accents

Many women from Melbourne seem to have this whingy/whiny accent that seems to make every statement they make into a question or even an accusation - like in that TV series 'The Librarians':

 

 

Is that specific to Melbourne (or even part of Melbourne?) or is it general to Australia?

 

We have one such user who's often on the phone to here and it's difficult not to reply with "your country, your rules" to most of what she says.
