Insurance advice

A car has free wheeled down the street facing me, crossed the main road, bashed an oncoming car and wrecked my gates. The person who owned the car then decided to drive the car away but was spotted doing so by my neighbour.

Do i claim off her car insurance and if so, how do i get it, or do i notify my house insurance and let them chase it up?
