Not a chance. The PL believe in laissez faire regulation and actively encourage owners to come in and subsidise huge spending inflation at clubs that could never sustain it organically. It's not just Chelsea and City, you also have Fulham, Wigan, Bolton and Sunderland who rely on the bankroll, Villa where they have racked up big losses in recent years and others like Everton who are in big debt and struggling to operate in the black.
