Excel question of the day

I have a salary sheet:

 

Names, departments and locations in columns A to H. Monthly salary is then in columns J - U (by month).

 

At the bottom I have a countif formula to do a headcount, i.e. if the salary is >0 then it counts a 1 for each member.

 

What I want to do now is a count by location/dept etc. I was thinking of Countif(and)...but that's not working. Any ideas?
