Settle a Golf Argument

I run the Golf section at work and have been informed that for the next outing there is a guy who wants to play who's handicap is +3

 

Its a stableford comp so where does he get his shots deducted??

 

My argument is Stroke index 16,17 & 18.

 

Other argument is 1,2 & 3. ???
