I've been tempted to post a thread on this issue for quite a while now, and because of a few things that I've recently read, I feel it is a worthwhile thing to discuss at this time.

There are organizational and administrative issues that the Football Association, Premier League, UEFA, and FIFA really screw up on. To me the main ones at present are as follows:

1. Why are clubs allowed to operate in such a sloppy financial state? Why is it that clubs like Portsmouth can be allowed to owe clubs like Liverpool and Chelsea ten millions pounds+ for a player and there be a long shot of actually paying for it?

2. Why are clubs allowed to be so illiquid that they cannot pay their players wages?

3. Why can owners like those of Chelsea and Manchester City be allowed to buy teams and completely throw the financial balance of things completely out of whack?

4. Why is the idea of a salary cap or a transfer cap such a horrible idea?

5. Why can dispreputable owners like Hicks & Gillett, Mandarich, The West Ham Icelanders, Ali al-Faraj, and now the Glazers be allowed to enter the league in the first place when they are so highly leveraged and allowing so much income to leave the league in finance charges?

It seems to me like there are no rules or vetting processes in place at all. It is bad for the league and bad for the game. How come these authorities don't perform their jobs properly?
