Tax question for the clever people of the genny

My mate just emailed me this. I haven't got a clue. Have you?

 

I currently get 25p per mile for my work mileage from my employer, but ive found out that it might be possible to claim a % of the difference between that and 40p from the taxman, using the P87 form.

Does anyone know if that is true, or have any experience of claiming like this?
