how do i tackle this problem

A while ago at work some dirty scab started leaving s*** all up the back of the toilet bowl, picking their nose and wiping it on the walls and basically was being a disgusting f*****.

 

As I was the only male senior manager in the place at the time it was left to me to send a note out to managers asking for the culprit to stop.

 

It did for a while but then started again. In my new position of toilet tsar, I was again asked to send a note out.

 

Anyway, it's persisted and escalated and now the chief cleaner comes to me directly. She's now at the end of her tether and refusing to clean up now.

 

So again I'm sending a note out, but the big question is how can I stop this from happening so I can drop the honour of being the turd tsar?
