On Line Employment Agency

Want to put me forward for a job, the thing is, they wwant me to scan my passport and E-mail it to them. Now part of my current work is to make sure that data is secure and that people DO NOT go around sending information of a highly personal and sensitive nature around the internet. Has any one else been asked this?. I phoned the guy up and questioned him who said it was due to the employment agency charter, but everyone I have asked so far has said don't do it. i have been asked to take my passport to the interview before, but this guys reckons I can't go to the interview unless i send him this first.

Anyone?
