gross pay, salary exchange advice needed

If I received a letter saying my Gross salary is £25,000 and then my payslip shows my salary as £24,000 and HR give the explanation that the £25,000 is before salary exchange then is this legally right? I thought the gross pay was what you actually receive before any stated deductions, but that the salary exchange is done beforehand. Therefore the gross pay is what should be on the payslip subject to other deductions(tax, NI, health care allowance, etc). Therefore if they state my Gross salary is £25,000 and my salary exchange is £1000 should they be paying me £25,000 + £1000 into my pension or £24,000 and £1000 into my pension.

 

Also if the first option, what are my options to proceed? I have a letter stating what my gross pay is am I therefore legally entitled to this?
