Dead computer

It powers up, but just sits on a welcome screen and won't go any further.

 

My question is, if I buy Windows XP/Vista (the full version not the upgrade), will it load straight from booting the system? Or do I need to be able to access DOS or anything like that?

 

Also - is Vista worth the extra hundred bucks it'll cost?
