A rather complex conspiracy theory here but anyway I'll try and put it as simply as possible: Owen needs to stay away for twelve months, excluding his time visiting back home, in order to avoid tax on his earnings in Spain. The fact that he has been back here for various media jobs, internationals, weddings etc means that if he is to sign for any English club too early it will cost him a small fortune. The signing club will have to cover this outlay in his salary. All of the public announcements by Owen have been orchestrated to move certain clubs out of the picture and a deal has been done for a while. Our silence is simply to drive Real into a realistic negotiating position. Elsewhere, the Newcastle 'record fee' was bollix based on the fact that Real have yet to pay a penny for Woodgate and they were just using Owen for PR and to press the Woodgate issue. No money would have changed hands, Owen never even entertained the thought and it was a case of maintaining their stock value.
