NHE merely means that both Stelios and Figo were both seen as stopgap players who could do a role for a year or two. Neither would have been bought to anchor the right side of the team for the next four or five years. Someone like Gonzalez on the other hand was being loaned and then bought cos Rafa undoubtedly saw him as playing a long term role for the team.
